BANGKOK, Thailand — October 7, 2026 — Thailand’s Immigration Bureau has detained a 51-year-old Chinese national wanted by Chinese authorities in connection with an alleged illegal fundraising and public fraud case that reportedly caused losses of approximately 1.662 billion yuan, or more than 8.3 billion baht, to over 3,100 victims across China.

The operation followed information provided by the Embassy of the People’s Republic of China in Thailand regarding MR. QIANG (pseudonym), who was believed to have fled to Thailand. Chinese authorities allege that between February 2021 and June 2024, QIANG and another suspect, identified as Ms. Chen (pseudonym), jointly managed Hainan Industrial Group Co., Ltd. and affiliated companies, establishing offices and promotional centers in several Chinese provinces and regions.

According to the investigation, the group allegedly claimed to cooperate with China Great Asset Management Co., Ltd. to manage and sell distressed assets. Members allegedly persuaded members of the public to invest in contracts involving distressed financial assets and investment schemes, offering annual returns of approximately 6.8% to 11.4%. After Hainan Industrial Group ceased operations in May 2024, the group allegedly continued fundraising activities under the name Hainan Investment Group Co., Ltd.

Chinese investigators reportedly found that several bank accounts belonging to other legal entities were used to receive funds from members of the public. The alleged scheme involved approximately 1.662 billion yuan, with more than 3,100 people reportedly suffering losses, much of which remains uncompensated.

On October 7, Thai Immigration investigators received information from Suvarnabhumi Airport Immigration that a suspected prohibited foreign national was preparing to leave Thailand. Officers intercepted the passenger and confirmed that he was MR. QIANG and matched the details provided by Chinese authorities. His permission to remain in Thailand was revoked under Section 12(7) of the Immigration Act B.E. 2522 (1979), which covers foreign nationals subject to warrants issued by foreign governments. He was taken into custody and transferred to Immigration investigators for further legal proceedings and coordination with relevant agencies.
